The Minister of State for Entrepreneurship and Business Climate, Delina Ibrahimaj, has announced that the government has approved the decision to pave the way for the development of the startup ecosystem. In a media briefing following the government meeting, Ibrahimaj emphasized that "startups will be supported through funds in three phases.

The first call will open on February 16 and will remain open for 30 days." She predicts that 50-80 projects will be supported, with a total fund of 3 million euros for supporting startups and facilitators for the year 2024.

In the initial phase, support goes up to a maximum of 1.5 million lekë, and any individual with an idea can apply. In the second phase, entities that have been operating in the market for 1 year, meaning they have submitted financial statements for 1 year and have created a prototype, will be supported, and through the funds, they can develop the prototype, which must be marketable. In this phase, financial support reaches up to a maximum of 4.5 million lekë.

The third phase envisages entities that already have a developed, marketable prototype but still need funding to grow or internationalize. Financial support in this phase goes up to 9 million lekë.
